I want to thank every American who participated in this election. (Applause.) Whether you voted for the very first time or waited in line for a very long time -- (applause) -- by the way, we have to fix that. (Applause.) Whether you pounded the pavement or picked up the phone -- (applause) -- whether you held an Obama sign or a Romney sign, you made your voice heard, and you made a difference.

Thank you. I have just called President Obama to congratulate him on his victory. His supporters and his campaign also deserve congratulations and I pray that the president will be successful in guiding our nation.

We're counting on you to invest, to hire, to step forward, and we look to Democrats and Republicans in government at all levels to put the people before the politics.

I so wish ... I so wish that I had been able to fulfill your hopes to lead the country in a different direction, but the nation chose another leader, and so Ann and I join with you to earnestly pray for him and for this great nation.

concession : In politics, a concession is the act of a losing candidate publicly yielding to a winning candidate after an election when the overall result of the vote has become clear: During his concession speech in Boston, Massachusetts, Mitt Romney congratulated President Obama for his re-election.

 1. The most important consideration in undertaking a fast, as in any act of devotion, is to seek nearness to God, and seek His pleasure and Forgiveness. This itself generates a spirit of piety in man.

2. Creating the conditions of hunger and thirst for oneself, simply in obedience to the Divine order, measures the faith of man in God and helps strengthen it by putting it to a severe test.

3. Fasting enhances through creation of artificial non-availability, the value of the bounties of God which man often takes for granted. This inculcates in man a spirit of gratitude and consequent devotion to God. Nothing else can bring home to a man the worth of God’s bounties than a glass of water and a square meal after a day long fast. This also reminds man that the real joy in enjoying God’s bounties lies in moderation and restraint and not in over indulging.

4. Fasting makes us deeply conscious of the pangs of hunger and discomfort suffered by the less fortunate among our brethren. They have to put up with difficult conditions all through their lives. It thus kindles in man a spirit of sacrifice leading to change towards his suffering brethren.

5. Fasting gives man an unfailing training in endurance, a spirit of acceptance. This could well prepare him to put up with the unchangeable situations in life in the same spirit of resignation as cultivated during the fasts.

6. Fasting develops a spirit of patience in man, with the realization that the days of fasting, though seemingly unending, do have a successful and happy end. Thus is life. All bitter situations pass, and come to an end.

7. Fasting is meant to conquer anger and develop self-control in man. The vigorous effort required to put up with hunger and thirst can well be extended to conquer other infirmities of human character that lead man into error and sin.

8. Fasting mellows a man and enhances his character, giving a jolt to the human instincts of pride, haughtiness, jealousy and ambition. Fasting softens his character, and clears his heart and mind of many negative emotions.

9. Fasting exposes the weakness of man in the event of his being deprived of two basic bounties of God; food and drink. It infuses into him a spirit of weakness and submission, generating humility and prayer in an otherwise arrogant being.

10. Fasting breathes the spirit of forgiveness in man towards others, as he seeks God’s forgiveness through fasts and prayers.

11. Fasting gives lessons in punctuality. Man has to adhere to a strict schedule of time in the observance of the fast.

12. Fasting could affect the economy of the individual as he is less wasteful on food and meals.

13. Fasting demands a rigid sense of discipline, mental, spiritual and physical. This forms characteristics which are an essential ingredient to success in life.

14. Fasting creates spiritual reformation in man, infusing him with a spirit of enthusiasm and zest to change and become a better human being in the eyes of God. This is an excellent opportunity, given to believers each year, to change themselves and consequently their destinies.

15. On the physical side, fasting cleanses the human system of the accumulated impurities of uninterrupted eating throughout the year. It prepares the body to face diseases or conditions of scarcity. The rigid abstinence of a fast regulates man’s health, sharpens his intellect and enhances the qualities of his heart.
Fasting is thus, a bounty in itself, encompassing within itself many bounties. It instills a spirit of reformation in man, creating a wide awakening in him to fulfill his duties towards God and man, and towards himself.

Rays of light emanate from Iran talks

... The new and revised proposal calls for the out-shipment of some 2,800 kilograms of Iran's low-enriched uranium (LEU) as well as 40 kilograms of its higher-grade enriched uranium in exchange for fuel rods for the Tehran medical reactor. This is more than twice the initial amount of 1,200 kilogram envisioned in the October 2009 IAEA-draft proposal, which was enthusiastically endorsed by US President Barack Obama back then.

On the surface, the gap between the new proposal and Iran's own "revised proposal" of May 2010, known as the Tehran Declaration, which calls for the export of 1,200 kilograms of the country's LEU, appears to be too large to allow for a compromise. This is a gap rooted in alternative understandings of the very purpose of the swap; that is, whereas the US and its allies have tied this to the depletion of Iran's stashed LEU that can be used for bomb-making purposes, Iran's calculation on the other hand is simply need-based, ie, it matches the five-to-seven-year fuel cycle for the Tehran reactor.

Hypothetically, Tehran may consent to doubling the volume of its LEU slated for fuel swap, since that would provide a longer-term supply for the Tehran reactor. That means that Tehran may come back with the returned offer of 2,400 kilograms, instead of the 2,800 kilograms, in pursuit of a practical deal.

Assuming that the West is negotiating in good faith, then there would be little if any justification for not being flexible and settling on the slightly lower figure of 2,400 kilograms. In essence, this means that the stage is now completely set for a deal, assuming that the West's intention is benign and based on good faith negotiation.

There remains a fundamental ambiguity in the West's approach that needs to be clarified to turn the swap deal proposal into a reality. This pertains to Iran's ability to continue with its enrichment program irrespective of the United Nations sanctions resolutions on Iran. Indeed, this goes to the heart of "Iran Six" strategy toward Iran. Is it predicated on the premise that the suspension of Iran's enrichment activities is the sine qua non for any fuel swap? Or can the West live with the scenario of Iran continuing with its enrichment and, as a result, replenish in relatively short time the depleted LEU amount sent abroad?

In effect, any swap deal involving the by-products of Iran's banned enrichment program would bestow a badge of legitimacy to that program, confirming Iran's viewpoint about the peaceful functional necessity of its enrichment activity.

A delicate point often bypassed in Western commentaries on the swap proposals then and now is that the Western parties have never linked their offer to engage in the swap deal to any explicit demand for full suspension of the enrichment program. That means, theoretically, that a deal can be struck in the near future that would allow Iran to continue to enrich uranium at low levels, and supervised by the IAEA, in exchange for Tehran's willingness to send abroad a bulk of its accumulated LEU.

In turn, such a deal would render moot the Iranian insistence for the outside world's recognition of its right to enrich uranium, ie, one of the "preconditions" set by Iran's negotiators at the Istanbul talks, the other being the lifting of sanctions. In other words, Tehran could be satisfied for the time being with only an implicit, or rather tacit, approval that would fall short of an implicit recognition of Iran's right, definitely something that Tehran can live with so long as it does not require a change of enrichment policy.

Given all this, there is a considerable narrowing of the differences between the two sides, potentially giving rise to the optimism that the gaps between them have shifted from qualitative to merely quantitative differences and are therefore more amenable to resolution than at any time in the past. In a word, the result of Istanbul talks points us more in the direction of hope rather than hopelessness

سرزدن كوتاه به كسي : drop in on (sb). I DROPPED IN ON my grandmother on my way home. call   on(sb) .   I called on Kamal in Rome.

پا به پاي كسي رفتن : keep up with. You are going too fast! I can't KEEP UP WITH you!

I RAN INTO Sara in the supermarket yesterday.

تصادفی يافتن:come across (sth).I CAME ACROSS the old book in a second-hand bookshop.

جبران چيزي را كردن : make up for. This wonderful dinner MADE UP FOR bad services.

I'll CALL FOR you at seven, so be ready.

كوتاه كردن شلوار : take in. My trousers are too big, I have them TAKEN IN.

بهبودي از : get over. She has GOT OVER her illness now.

كم كردن از : cut down on. He had decided to CUT DOWN ON the time he spents watching TV.

raise a child

My grandparents brought me up after my parents died.

bring someone up

start talking about a subject

My mother walks out of the room when my father brings up sports.

Iran agrees to nuclear fuel swap, with caveats

12 ِDec. Iran is ready to exchange the bulk of its stockpile of enriched uranium for nuclear fuel rods — as proposed by the U.N. — but according to its own mechanisms and timetable, the foreign minister said Saturday.

The minister's remarks come just days before an expected meeting between the U.S. and allies to discuss new sanctions against Iran over its nuclear program. The offer, however, falls far short of the conditions set by the international community.

Speaking to reporters at a regional security conference in Bahrain, Manochehr Mottaki said Iran agreed with a U.N. deal proposed in October in which up to 2,600 pounds (1,200 kilograms) of its uranium would be exchanged for fuel rods to power its research reactor.

"We accepted the proposal in principle," he said through a translator. "We suggested in the first phase we give you 400 kilograms of 3.5 percent enriched uranium and you give us the equivalent in 20 percent uranium." ... "We gave a clear answer and we responded and our answer was we accepted in principle but there were differences in the mechanism," he said, suggesting the exchange take place on Iran's Kish island, in the Persian Gulf.

cavet:  1. پیش بیتی احتیاطی a warning to consider something before acting further, or a statement which limits a more general statement. A warning against certain acts: "a caveat against unfair practices".  2. (law) اخطار a formal notice filed with a court or officer to suspend a proceeding until filer is given a hearing: "a caveat filed against the probate of a will".

Diplomats: Iran censured at UN nuclear meeting  27 Nov. Iranian officials shrugged off approval of the resolution by 25 members of the 35-nation board of the IAEA. But the U.S. and its allies hinted of new U.N. sanctions if Tehran remains defiant.

The West said some time remained for Tehran to come around and accept a specific offer that would delay its ability to make a nuclear weapon as well as engage in broader talks with the ultimate goal of persuading it to mothball its enrichment program.

The support of Moscow and Beijing also appeared to signal their possible acceptance of any new Western push for a fourth set of U.N sanctions, should Tehran continue shunning international overtures meant to reach agreements that reduce concerns about its nuclear ambitions.

Strong support for the resolution at the meeting was also notable. Only three nationsCuba, Venezuela and Malaysiavoted against the document, with six abstentions and one member absent. Even most nonaligned IAEA board members abandoned Tehran, despite their traditional backing of the Islamic Republic.

30 Nov. Iran had no intention of building 10 new nuclear facilities until it was strongly rebuked by the U.N. nuclear watchdog over its nuclear activities, a top official said Monday.

THE PRESIDENT:  Good afternoon.
Today, in Geneva, the United States –- along with our fellow permanent members of the UN Security Council -– namely, Russia, China, France and the United Kingdom, as well as Germany -– held talks with the Islamic Republic of Iran.
These meetings came after several months of intense diplomatic effort.  Upon taking office, I made it clear that the United States was prepared to join our P5-plus-1 partners as a full participant in talks with Iran.  I extended the offer of meaningful engagement to the Iranian government.  I committed the United States to a comprehensive effort to strengthen the Nuclear Non-Proliferation Treaty, so that all nations have the right to peaceful nuclear power –- provided that they live up to their international obligations.
And we have engaged in intensive bilateral and multilateral diplomacy with our P5-plus-1 partners -- and with nations around the world –- to reinforce this point, including an historic U.N. Security Council resolution that was passed unanimously last week.
The result is clear:  The P5-plus-1 is united, and we have an international community that has reaffirmed its commitment to non-proliferation and disarmament.  That’s why the Iranian government heard a clear and unified message from the international community in Geneva:  Iran must demonstrate through concrete steps that it will live up to its responsibilities with regard to its nuclear program.
In pursuit of that goal, today’s meeting was a constructive beginning, but it must be followed by constructive action by the Iranian government.
First, Iran must demonstrate its commitment to transparency. Earlier this month, we presented clear evidence that Iran has been building a covert nuclear facility in Qom.  Since Iran has now agreed to cooperate fully and immediately with the International Atomic Energy Agency, it must grant unfettered access to IAEA inspectors within two weeks.  I’ve been in close touch with the head of the IAEA, Mohammed ElBaradei, who will be traveling to Tehran in the days ahead.  He has my full support, and the Iranian government must grant the IAEA full access to the site in Qom.
Second, Iran must take concrete steps to build confidence that its nuclear program will serve peaceful purposes -- steps that meet Iran’s obligations under multiple U.N. Security Council resolutions.  The IAEA proposal that was agreed to in principle today with regard to the Tehran research reactor is a confidence-building step that is consistent with that objective -– provided that it transfers Iran’s low enriched uranium to a third country for fuel fabrication.  As I’ve said before, we support Iran’s right to peaceful nuclear power.  Taking the step of transferring its low enriched uranium to a third country would be a step towards building confidence that Iran’s program is in fact peaceful.
Going forward, we expect to see swift action.  We’re committed to serious and meaningful engagement.  But we’re not interested in talking for the sake of talking.  If Iran does not take steps in the near future to live up to its obligations, then the United States will not continue to negotiate indefinitely, and we are prepared to move towards increased pressure.  If Iran takes concrete steps and lives up to its obligations, there is a path towards a better relationship with the United States, increased integration with the international community, and a better future for all Iranians.
So let me reiterate:  This is a constructive beginning, but hard work lies ahead.  We’ve entered a phase of intensive international negotiations.  And talk is no substitute for action.  Pledges of cooperation must be fulfilled.  We have made it clear that we will do our part to engage the Iranian government on the basis of mutual interests and mutual respect, but our patience is not unlimited.
This is not about singling out Iran.  This is not about creating double standards.  This is about the global non-proliferation regime, and Iran’s right to peaceful nuclear energy, just as all nations have it -- but with that right, comes responsibilities.

The burden of meeting these responsibilities lies with the Iranian government, and they are now the ones that need to make that choice.
Thank you very much

Thank you very much.
