امروز یکشنبه  یکی از نادرترین رویدادهای سیاسی اتفاق افتاد: تولد یک کشور به نام کوزوو: با قرائت اعلامیه استقلال کوزوو در پارلمان از سوی هاشم تاچی رهبر استقلال کوزوو و رأی به اتفاق آراء نمایندگان به تشکیل آن، مراحل قانونی ظهور یک کشور مستقل و جدایی آن از صربستان به سرعت طی شد تا مسأله پیچیده وضعیت این ناحیه، به این شکل به انجام رسد و چشم انتظار فردا هستند  تا به سرعت از سوی امریکا و کشورهای اتحادیه اروپایی مورد شناسایی قرار گیرد تا بلکه  فشار دولتهای مخالف این روند کمرنگ گردد.

اما بسیار ساده لوحانه خواهد بود اگر بتوان این جشن و پایکوبی مردم شادمان از استقلال و حتی شناسایی کوزوو از سوی تعدادی از دولتها را به عنوان نقطه پایان یک روند قلمداد کرد. از یک سو صربستان به هیچ وجه جدایی این بخش از سرزمینش را نخواهد پذیرفت و در این رابطه  تاجیچ رئیس جمهور این کشور، اعلام استقلال کوزوو را به عنوان اقدامی مغایر با حقوق بین الملل تلقی کرده است و از مجامع بین المللی خواسته است سریعاً در لغو آن اقدام کنند. (در این رابطه به قطعنامه شورای امنیت در خصوص کوزوو نیز استناد شده است)، در این میان بایستی مخالفت روسیه با این روند را نیز اضافه کرد. از طرف دیگر به استقلال رسیدن کوزوو تبعات زیادی را برای برخی کشورهای منطقه که اقلیتهای قومی- سرزمینی را در خود جای داده اند ایجاد کرده و بعید نیست که گروههای طرفدار خود مختاری در کشورهای رومانی، بلغارستان، قبرس، بوسنی و هرزگوین و ... مدعی جدایی شوند.  با توجه به فقر منابع، و همسایگی با صربستان و امکان محدودیتها و مشکلات مختلف از سوی این کشور برای کوزوو، مسلماً روزهای بسیار تیره و تاری از نظر اقتصادی در انتظار این کشور جدید التاسیس خواهد بود. (کوزوو پیش از این یکی از ۶ استان جمهوری صربستان بود. دارای ۴۲۰۰ کیلومتر مربع و ۲ میلیون نفر جمعیت میباشد که دارای بیش از ۹۰ درصد آلبانیایی تبار بوده که اکثر آنها مسلمان و بقیه کاتولیک هستند. ده درصد بقیه را صربهای مسیحی و ارتدکسها تشکیل میدهند. روند استقلال آن با حمایت کامل آمریکا و پشتوانه ناتو و اتحادیه اروپا صورت گرفته است.) 

اما در رابطه با مرور واژگان در خبرها، یک واژه بسیار جالب در اخبار مربوط به رویدادهای کوزوو، واژه trepidation بود که برای بیان تشویش و نگرانی صربهای مقیم کوزوو از آنچه که تا ساعاتی دیگر اتفاق خواهد افتاد، بکار رفته بود:  

         trepidation: wory or anexiety about sth that is going to happen

cavalcade:  سواره رژه رفتن Cavalcades of cars circled with horns blaring as thousands poured into the city waving the black and red Albanian flag.

revel: شادمانی کردن Across the capital, Pristina, revelers danced in the streets, fired guns into the air and waved red and black Albanian flags in jubilation at the birth of the world's newest country.

deter: بازداشتن، دچار ترس و تردید کردن"Dreams are infinite, our challenges loom large, but nothing can deter us from moving forward to the greatness that history has reserved for us."Thaci  told the assembly.

cradle: مهد Thaci pledged that the new nation would be "a democratic, multiethnic state" — an attempt to reach out to Serbs who consider Kosovo the cradle of their medieval culture and religion.

stern:  سخت و محکم (adj)  But he also had stern words for the Serbian government, which last week declared secession illegal and invalid, saying in the Serbian language: "Kosovo will never be ruled by Belgrade again."

circumvent: در اینجا به معنای دورزدن If someone circumvent a rule or restriction, they avoid being prevented from doing something by the rule or restriction in a clever way.

نشست برلين در خصوص تهيه پيش نويس قطعنامه شوراي امنيت پس از دو ساعت گفتگو، ۱+۵ را به اجماع نظر رسانده و متن مذكور در هفته آينده جهت راي گيري در شوراي امنيت طرح خواهد شد. با توجه به مخالفتهاي اخير روسيه با ساير اعضاي شوراي امنيت، رسانه ها مشتاق واكنش لاوروف بعد از نشست برلين بودند. اما از سخنان لاوروف چنين برمي آيد كه روسيه نقش خود در ديپلماسي چند جانبه را كمرنگ نخواهد كرد ضمن اينكه منافع خود در ديپلماسي و روابط دوجانبه را نيز در نظر دارد. او گفته است كه در اين پيش نويس تحريم بيشتري در نظر گرفته نشده اما در عوض مذاكره مستقيم كه آمريكا را نيز شامل ميشود پيش روي ايران گذاشته شده است. به تعبيري عاميانه روسيه سياست هم از توبره خوردن هم از آخور خوردن را با قوت بيشتري ادامه ميدهد.

البته سخنان يكي از مقامات ارشد آمريكايي پس از نشست برلين در خصوص اين پيش نويس بسيار قابل تأمل است.

البته ما هم به اين خبر واكنش قاطعانه اي داشته ايم !

 World powers reached agreement Tuesday on a new UN Security Council resolution against Iran over its disputed nuclear programme, German Foreign Minister Frank-Walter Steinmeier said.

Russian Foreign Minister Sergei Lavrov told Russian journalists after the meeting that the new draft resolution envisages direct talks with Tehran that would include the United States.

"It's clearly confirmed by the resolution that direct negotiations on resolving all questions related to the Iranian nuclear programme -- with the participation of all six powers, including the United States -- would be initiated if Iran accepts the proposals of the six," Lavrov said.

In his remarks reported by the Ria-Novosti news agency, the foreign minister added that the proposed text does not foresee fresh sanctions against Iran.

A senior US official said the new resolution "increases the severity of the sanctions already in place and will also introduce new elements."

He said the outcome of the meeting flew in the face of Iranian claims that the sanctions issue had driven a wedge through the so-called P5+1 group.

"The US is very pleased because this is our answer to the Iranians -- you are not out of the woods yet," the official said.

The senior US official said the resolution foresaw extending the travel ban on Iranian officials along with the asset freeze on companies linked to the Islamic republic's nuclear programme.

The official said the ministers had ironed out their differences on four technical points during the two-hour meeting and continued their discussions over dinner.

Tehran said Tuesday it would not be swayed if new UN sanctions were imposed."Adoption of a possible new resolution will not have any effect on our people," government spokesman Gholam Hossein Elham told reporters.
